The Ministry of Public Finance of Romania has received financing from the World Bank toward the cost of the Transport Restructuring Project, and it intends to apply part of the proceeds toward payments under the contract for the procurement of 16 sets of equipment for mechanized repair of worn rails and frogs by welding and hardfacing - EMRW - ICB No. IBRD 4757 RO - CFR /G-2-05-1/7/EMRW/ 2007.

The National Railway Company “CFR” SA of Romania now invites sealed bids from eligible bidders for “Procurement of 16 sets of equipment for mechanized repair of worn rails and frogs by welding and hardfacing.”

The delivery period for all the machines is maximum 150 days from the date of contract signature

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, 2004, and is open to all eligible bidders as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding documents from the National Railway Company “CFR” SA at the address below during office hours (from 0900 to 1200 hours). A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of Euro100 or an equivalent in Lei (RON) (at the exchange rate quoted by the Romanian National Bank - www.bnro.ro on the payment date). The method of payment will be cash payment direct to the address below or bank transfer to the following accounts:

In case of payment by bank transfer, the document will be sent by courier. The National Railway Company “CFR”-S.A. will not be responsible for any costs or expenses and arrangement related to the document shipment by courier.

All bids must be accompanied by a bid security of Euro 7,500 or an equivalent amount in a freely convertible currency, and be delivered to the address below by 1130 hours on 14 May 2007. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
